To match and surpass the Terminus boss fight, Citadelle des Morts would need an imposing major enemy such as a zombified dragon that could play into other confirmed mechanics around the map such as catapults to damage the boss while flying. Given that Terminus Kraken uses water as a way to move quickly and hide, a dragon boss for Citadelle des Morts could end up being the perfect counter. That said, Treyarch has already introduced a Dragon boss in Gorod Krovi, so to really wow longtime players, they might need to do something new.
