A comprehensive list of Fallout 76 Legendary 4-star effects have surfaced online after being mined from the game's latest beta. Some of the 18 effects detailed in the leak audio were so ridiculously overpowered that it seems likely they'll be nerfed before heading to Fallout 76.
Legendary 4-Star Effects was originally announced three and a half years ago as part of the Fallout 76 Content roadmap for 2021. The original plan was to have them debut in The Invaders Beyond update. And while they were featured in the experimental version of that patch that was made available via the game's public test server (PTS) in 2021, the feature itself was never implemented in the main branch of the live-service RPG.
4-star legendary effects extracted from the latest version of Fallout 76 PTS
Bethesda, for its part, has yet to officially say anything to suggest that it is still working on bringing legendary 4-star effects to the game. But data miners have recently uncovered some pretty compelling evidence that suggests this is indeed the case. More precisely, the most recent Fallout 76 The PTS update that was released at the end of September 2024 contains references to 18 4-star legendary effects. Ten of them are reserved for weapons, while the remaining eight are armor traits.
Both groups include some extremely OP stuff. For example, Bethesda is apparently testing an armor effect called Limit-Breaking, which reduces the cost of critical hits by 10%, up to 50% for a full set of armor with this trait. Combined with the Critical Savvy perk card, which reduces the AP cost of crits by 45% at rank 3, the capping effect seems to have the potential to increase critical hit spam. Fallout 76 to a whole new level never seen before.

In terms of leaked weapon traits, one 4-star legendary effect that immediately stands out is the conductor's, whose description states that critical hits fully restore both action points and health. This would essentially serve as a God mod, even if used with a build that isn't at all optimized for spamming critical attacks, such as one that, for example, uses Limit-Breaking armor. As such, Conductor's seem extremely unlikely to make their way into the game without a nerf or three. One way Bethesda could balance the effect would be to give it a small chance of processing on each critical hit, though even a low cooldown rate could prove to be seemingly overpowered.

Fallout 76 May Finally Deliver Full Content Roadmap for 2021 in 2024
As is always the case, there are no guarantees that these datamined traits will actually end up being incorporated into the game. However, 4-star legendary effects are one of the only two remaining features from the 2021 content roadmap that are not yet available to players. The other is a Fallout 76 pet system, which was just announced to finally be coming to RPGs during the Xbox 2024 Tokyo Game Show presentation on September 26th. More accurate, Fallout 76 Creative director Jon Rush said that pets will come to the game in late 2024.
