Well, this is exactly the option presented to you. Someone wants to build their own city and they want your help to do it. This is quite a complicated process that will see you close to the end of the game before it's completed, but it's a thoroughly enjoyable and rewarding experience.
How to start building your own city
Finding the developing city
You can first hear the news about this town near the docks of Portoga, where two people will talk about a single man trying to builds his own city on the western continent. Crazy, they brand it. But for you, this should be a rallying call.
When I talk about the western continent, I mean the the one shaped like North and South Americaas it is to the west of them, analogous to real-life Europe.
To begin this journey, you must first purchase your ship from King Portoga. Gather that black pepper for him to be you granted a sea vessel of your ownand set out west in search of a new city.
The city, which at this point is a solitary building, is found in the northern part of the western continent. It is on a patch of land surrounded by mountainsisolated from the rest of the continent and accessible only from the coast.
Assigning a merchant

Supply them with a Merchant to raise the foundations of his home. Note that the merchant you offer will be permanently removed from your party. Fortunately, it doesn't have to be at a certain level. If you don't have a Merchant yet or don't want to give up your current one, return to Aliahan and create a new one.
Oh, and be careful about the name you choose. It can prove quite important.
Stages of city growth
First Stage
This is how the city appears, if you can call it that, when you first find it. And so it will remain until you offer a Merchant old man to help him realize his dream of a bustling coastal town.
The second stage
After leaving the nameless city for the first time, you can go and travel to your heart's content. A prompt will appear on the screen to tell you when the city has advanced to the next stage of development. After you return for the first time, you will see that the Merchant has done a good job now running a shop in their town and after he built a bigger house for the Old Man as well. What a great job! The merchant's selection is pretty limited in their store, but I promise you that the city will only grow more. For now, you can leave and continue your adventure.
The third stage
After you've made enough progress in the story, usually around the time you get the Ultimate Key from the Sunken Shrine, you can return to your merchant's town. And it's definitely bigger now.
Fences are being erected, the lake is more of a pond and a new inn now exists also. your dealer he no longer runs the general store either, being too busy with the construction of the city. The selection is bigger now, though.
Your merchant is not done yet. The new foundations they have laid in the middle of the city are the basis for a new Cabaret Clubsomething that seems a little strange for such an isolated place. But surely they know best. You can return to your adventure now.
The fourth and final stage
After you have purchased the Mod Rod from Manozaor with a similar degree of story progress, you can return to your merchant's town again, which at this point is teetering on the edge of being a town. The pond is now fenced off, the dirt paths replaced with cobblestones, The complete Cabaret Cluband your Merchant has even built himself a mansion. Um.
Here's a funny one. The city being now so rich, the inn charges you even more to sleep than in the previous stage.
Take your time to look around the city. The general store now has an even wider selection, while the Cabaret Club now hosts famous singers. Oh, leave your merchant name on the way to avoid the 50,000 gold note. City prices are a bit higher now.
Make a quick stop at your Merchant's mansion on the way, which is a bit gaudy if we're being honest. They will be delighted by your presence, thanking you for your help in making the city and promising you that they are not done yet. Make sure you loot the two chests here to Primm's Primer book and a Hen's Tooth. Your dealer won't miss them.
Obtaining the Yellow Orb
At this time, the city has reached the highest possible level of development, but its story is not yet finished either. If you've visited the shrine in Lanson, you may remember two men in the side passages with cryptic messages. That it's Yellow Blind constantly changing hands and that the companions you left behind may still have a role to play.
These might not sound connected at first, but both refer to your merchant. Yellow Orb eventually makes it to their town, although it can be a bit confusing to actually make it work. Let's get into it.
When you visit the town in its final stage, head to the back of the house in the lower left of the town find a group of citizens conspiring to overthrow your Merchant. They are despots, squandering the city's funds for their own glory and vanity at the expense of others. There's nothing you can do at this point, but with their plan in the wild now, they have no choice but to implement it.
If the citizens are not behind this building, be sure to visit them at night.
After witnessing the sparks of revolution, you just have to continue your adventure. Not much you can do for now, but wait, so Zoom around the map a bit and sleep at Inns along the way. It might take a few days in-game, but eventually you'll get a prompt to return to the merchant town.
The revolt was a success and Your merchant has been closed. The mansion has been crushed and soldiers now patrol the town. There is a palpable tension in the city, albeit a relief that its capitalist despot has been removed.
Give your merchant a quick tour of the prison south of their mansion and they'll give you a brief introduction to the rebellion. You see, they actually spent city funds to buy the Yellow Globe from a passing seller and just couldn't resist. I ask you to take them off their hands and I promise they will start over with the city when they are released. In the end.
You can enter the cell to free your trader if you want, but they will refuse to leavesaying it would be a futile effort.
Return to the mansion and head behind the destroyed throne to find the Yellow Orb in all its shining glory. Finally, this long saga has come to an end and you are free to continue your journey to defeat Baramos.
