First, Brine Pool is part of Desolate Deep, so you will need diving equipment. Fortunately, basic scuba gear will be enough to keep you from dying underwater. To find the Brine Pool in Fisch, you have to swim to Desolate Pocket.

This can be done by diving next to it Desolate Deep Buoy. At the bottom, you should see a whiteboard. To the right of it, you'll find a tunnel that you have to swim through to reach the Desolate Pocket.

This place is a huge cave with a small island in the center. On it, you will find a Merchant NPC which sells many different goods, including a Glider. It will help, so you should buy it from here. Alternatively, this tool can be purchased from Roslit Bay Island.
