The rosary
The rosary belongs to the Church of Mondstadt. However, despite her role, she does not seem very faithful, often forgetting the name of Barbatos, the deity worshiped throughout Mondstadt. Her gameplay revolves around dealing large amounts of Cryo damage off the field using Elemental Burst and beating up Cryo teammates using her Elemental Skill.
Both already make her extremely suitable for Shatter teams, applying Cryo and your team's batteries. However, Rosaria takes this a step further, giving teammates a CRIT rate benefit after casting her Burst, as well as a physical DMG bonus once she gets her ultimate constellation.

Shenhe
Shenhe is one of the first niche buffers released in Genshin Impact. She mainly improves Cryo, being one of the top supports for Freeze teams that include Ayaka, Ganyu or Wriothesley. While the Cryo DMG Bonus part of her kit is definitely the main selling point, Shenhe can also greatly enhance the damage of your team's physical attacks.

This makes Shenhe an extremely solid pick for any Shatter team, buffing both the physical and cryogenic damage of your party members. Additionally, Shenhe's passive adds another benefit on top of everything else, increasing the damage of your active character's normal attacks by a significant amount.

Beidou
Beidou is a splendid DPS off the field, offering AOE damage, shields, and a slight interruption in the form of Poise whenever her Burst hits an enemy. She's great on any team and competitive with Fischl, but AOE gives her an advantage over Fischl teams when dealing with large numbers of enemies.
Balance is a damage type in Genshin Impact that shakes enemies to stun or knock them away. This doesn't apply to bosses or larger enemies, but can work on Ruin Guards.
Batteries on Beidou might become a problem unless you have units that provide a lot of Energy users or Favonius on your team, but if you manage to disable her Burst cooldown, each of her Burst procs can trigger both Shatter and Superconduct.

Mika
Released as a support to revive the physical archetype, Mika should be a must in any team's build that focuses on the physical DMG feature. His elemental blast gives an attack speed boost to the active character, resulting in more attacks and thus more damage and Shatter triggers, and his passives give him Detector stats that improve physical DMG.
Mika does have some glaring weaknesses, however, including her energy recharge issues and non-synergy with some physical transports, including Eula. Whether or not you'd want Mika also depends on how many of his constellations you have access to, as they increase his utility by a ton.
If you're one of the people lucky enough to have his C6, Mika suddenly becomes a must on any team where the main source of damage is physical.

Yelan
Yelan is an off-field Hydro character that competes for the highest off-field damage in the game. While her damage is high and the DMG benefit she gives to the active character is helpful, her Hydro application loses to Xingqiu, reducing her utility in solo Hydro teams. Fortunately for Yelan, she applies enough Hydro to work alone on a Shatter team.

She doesn't do much for Shatter's reaction; Yelan is just an extremely good Hydro unit that can fit into a Shatter team and deal a significant portion of the team's damage while still allowing the Freeze prerequisite for Shatter.

furin
In any team that wants a Hydro unit, Furina would always be one of the best options. This is especially true for teams that don't need a lot of Hydro applications, like Hu Tao teams. She deals a lot of personal damage and has one of the biggest damage buffs in the game, making her someone who can benefit any account.
While this buff doesn't increase Shatter's damage itself, it does increase the DPS of the entire team. As long as you have a decent enough healer to fill Furina's Fanfare stacks like Mika, you will find teams that include Furina to be the best Shatter teams in Genshin.

razor
Maybe Razor isn't the best physical DPS. However, if we've learned anything about this adorable wolf from the Thundering Furry team, it's that you shouldn't underestimate him. Sure enough, Razor's kit allows him to go all out on the Shatter reaction in more ways than one.

A weapon is only as good as the person using it.
While you can make it the damage dealer by stacking CRIT on it, another more fun way to use this reaction is by giving Razor full Elemental Mastery, like on a Burgeon team. However, instead of putting Bennett with him, you team him up with Nahida, Rosaria, and Xingqiu.
Since Shatter drops from EM, each of Razor's attacks can now trigger both Hyperbloom and Shatter, dealing an average of 70,000 damage per hit.
This team isn't optimal and you'll have a lot of trouble piloting it, but it can make Razor deal more than 30k physical DMG per Shatter, making it the physical DPS that hits the highest numbers with the most consistency.

Eula
Eula is Genshin's only five-star character created with the physical archetype in mind. While her normal attacks did a lot of damage, the core of her kit is the Lightfall Sword summoned during her Elemental Burst, a massive nuclear weapon that deals damage that reduces the number of times Eula hits enemies before exploding.
The Eula kit is made to get the most out of this Lightfall sword. Her Elemental Skill gives Grimheart stacks that make her harder to interrupt, and both her Normal Attacks and Elemental Skill have ways to hit multiple times, giving her more stacks. Even without any specific synergy with Shatter itself, Eula's movement values are so absurdly high that she fits in perfectly simply by virtue of being a Cryo character.

Trembling
As one of Genshin Impact's only physical carries, Freminet competes for the top spot with Eula and Razor. Fortunately for him, unlike pure Physics or Superconduct teams, Freminet has an advantage over the other two. This comes in the form of his passive which increases his damage by a significant amount when Shatter triggers.
This, along with his already flexible kit, makes Freminet as good as Eula in his Shatter teams once he reaches C6. He has more synergy with the archetype than any other character, and despite the lack of movement values, the benefits he gains from using Shatter make him a truly terrifying physical DPS.
