However, some strong One piece the characters have failed to win any major battles in their lives. In some cases, it was because they were matched against much stronger opponents. Other times, they were just unlucky and their fights were cut short. For whatever reason, these characters just couldn't break their duck.

7 Charlotte Smoothie

Charlotte Smoothie is Big Mom's daughter. She is one of the Sweet Commanders, which means she is among the best fighters in the crew. Smoothie possesses Shibo Shibo no Mi, a Paramecia-type Devil Fruit that allows him to drain moisture from a person's body. To put it simply, she can drain the life out of them, as if squeezing juice from a fruit.
The ability is not limited to humans. She can also use it on animals and any inanimate objects. Despite having such a powerful ability at her disposal, Smoothie failed to make a major impact in the Whole Cake Island arc. It was a repeat in the Wano Country arc where he was unable to help his fellow crew members.
6 Jack

Jack is a member of the All-Stars of the Beasts Pirates, making him one of Kaido's most powerful underlings. Jack was the first pirate revealed to have a bounty of 1 billion berries, which was a huge deal at the time. He has the power of Zou Zou no Mi, Model: Mammoth, allowing him to transform into the prehistoric creature.
The Devil Fruit gave him immense physical strength, allowing him to fight the likes of Inuarashi and Nekomamushi relentlessly. However, Jack failed to win any major 1v1s in the series. He even reached a stalemate against the Mink rulers and would eventually lose. To avoid this, he released Caesar's poison gas and crippled the minks.

Marco was the commander of the first division of the Whitebeard Pirates. He started traveling with the crew when he was still a child. Over time, he grew stronger and earned the respect of his crewmates. Marco possesses the Tori Tori no Mi, Model: Phoenix, a mythical Zoan-type Devil Fruit that gives him the ability to transform into a Phoenix.
With this power, he can fly and regenerate from all kinds of injuries. Marco is also adept at using Haki, which he has proven many times. Unfortunately, Marco was created to fight characters much stronger than him. With the story already in the final saga, Marco won't have much to break his streak.
4 Jesus Burgess

Jesus Burgess is the Titanic captain of the first ship of the Blackbeard pirates. Not many people know, but he is also Blackbeard's right hand man. Burgess is a big man, so he looks intimidating to his opponents. Originally, Burgess did not have a Devil Fruit, but acquired one after the Dressrosa arc.
Burgess possesses the Riki Riki no Mi, which is a Paramecia-type Devil Fruit that greatly increases his power. Burgess is able to lift an entire mountain with his bare hands and launch it at his enemies. Despite his insane physical abilities, Burgess has yet to win a battle in One Piece.

Gecko Moria is one of the few characters to lead two different pirate crews. Many years before the current timeline, he led the Gecko Pirates. But after they were defeated by Kaido, Moria was forced to start another crew. His second crew came to be known as the Thriller Bark Pirates.
Gecko Moria possesses the Kage Kage no Mi, which allows him to control shadows. Even with a Devil Fruit at his disposal, Gecko Moria was unable to win a major battle.

Koby is a sea captain who managed to gain a lot of fame in a short time. In fact, Garp believes that Koby is the future of the Marines. Smoker made his debut in Loguetown as a sea captain, but quickly rose through the ranks and secured the position of vice admiral. Smoker is a recurring character who has been involved in countless fights with Luffy. It wouldn't be an exaggeration to say that he set out to capture Luffy.
Smoker possesses the Moku Moku no Mi, a Logia-type Devil Fruit, giving him the power to create and control smoke at will. While nowhere near the best Logia-type Devil Fruit, Smoker has learned to use the power effectively. Additionally, Smoker can use two types of Haki. Even with all his powers, Smoker hasn't won a major battle in One Piece. His screen time has also been reduced, so it's unknown when fans might see him again.
