It is stated that somehow Rocks survived the God Valley Incident and eventually went on to change his way of life, becoming a doctor who tried to help as many people as possible on Drum Island.

First, Hiriluk explained that in his youth, he was a bad person and a thief about 38 years before the start of the main story and was located somewhere in West Blue. Furthermore, it was confirmed by Sengoku that Rocks was perhaps the worst pirate around who sought to become the King of the World, as well as the fact that God Valley was located in West Blue before it was wiped off the map, so the timeline and location are already coming together.

Hiriluk dies with a smile on his face, which is said to be a trait common to all who belong to Clan D., of which Rocks was the most famous member. Although this theory is unlikely, it is a lot of fun to speculate.
